Is it okay to spy on employees?

It could be difficult to manage a group of people who have PCs at their desks. You look at your people. They seem to be working. However, all these workers might be doing everything but not their jobs. Should you try to spying on them? Or is there perhaps a more honest and transparent way of employee monitoring?
In the past the choice for supervisors who wanted some control was limited. They had to install spyware. Spyware is the name for computer programs that make screenshots, copy text entered from the keyboard, control traffic. So you get control. You could make the employees very unhappy. You can lose respect of your people, because you are effectively violating their privacy.
